Council moves forward on private-public partnership to develop workforce housing

Durango, CO: Council took its first major step in the Durango Crossings Partnership by approving preliminary plans for the 149-unit workforce housing project.

At the study session council :

  • Heard operational updates from city staff on various projects, including:
    1. Community Development: 1,458 residential housing units in the pipeline for 2023, invested over $750,000 in community projects through various grants, and finalized updates to the city’s Fair Share Program.
    2. Diversity, Equity & Inclusion: Cultural intelligence webinars on gender expression and implicit bias offered to staff, draft made of Indigenous Land Acknowledgement.
    3. Transportation: Highlights from 2023 included ridership up 23% and the launching of the DuranGO! Microtransit app.
    4. Public Works: Recent achievements in January included 26 potholes repaired and 42 street signs repaired.
    5. Airport: 2023 was a record year and the terminal expansion project is moving along.
    6. Parks and Recreation: Parks highlights for 2023 included the demonstration trails built at Durango Mesa Park, the completion of the parks departments facilities inventory and future needs assessment, and the 49.2-acre donation of open space just north of Oxbow Park.
    7. Public Safety: Crime statistics from 2023 showed property crimes were down 16%, while violent crime is up 39%.
    8. Library: Library attendance was up 32% in 2023, and over 10,000 books were added to the library’s collection.
    9. Sustainability Division: Upcoming shifts in statewide recycling were discussed.
    10. Community Engagement: An update was given on the third-party public communication website the city is building to house its Connect and Engage Durango effort. 

At the regular meeting council:

  • Received updates from staff on motorized versus non-motorized use at Lake Nighthorse, the status on the Lake Nighthorse potential pipeline, and an overview of the city’s recycling efforts.  
  • Received an update from Visit Durango on its sustainable tourism marketing programs.
  • Approved the annexation of County Roads 250/251, including costs for each side for the construction project to rebuild the road.
  • Approved preliminary plans for the Durango Crossings Partnership. Councilors granted preliminary approval for the annexation, conceptual plan, and initial zoning for the proposed housing development located between 1480 and 1540 Florida Road. The city is working on partnering with a developer to build 149 units of workforce housing, with a minimum of 50% of units deed-restricted as workforce housing for individuals making 70-120% of the Area Media Income.
  • Chose appointees for the newly formed Community Development Commission. The new commission combines the Planning Commission, Design Review Board, and Board of Adjustment into a singular commission.
