Forum to discuss updates to the city’s Fair Share housing program


Durango, CO: The city's Housing Innovation Division is hosting a community forum Tuesday, Dec. 5, to discuss proposed updates to the city’s Fair Share Inclusionary Zoning Program. 

The forum seeks input from developers, stakeholders, lenders, and members of the community. It will take place from 5-6:30 p.m. at the Durango Public Library, 1900 East Third Ave. in Program Room 2.

The draft recommendations include, in part:

  • Extend the program to include rental developments; 
  • Incentivize developers to construct Fair Share units rather than paying the fee in lieu;
  • Simplify the program to improve transparency for developers and reduce administrative burden on staff, and;
  • Ensure the program does not create barriers to the production of naturally occurring attainable housing prices.   

In spring of 2023 city contracted with Root Policy Research a woman-owned consulting business that specializes in community planning and housing research to prepare a high-quality and comprehensive review and provide recommendations to update the city’s Fair Share Inclusionary Zoning Program.

City staff on Tuesday will provide an overview of the city’s current Fair Share Program, how the program aligns with city initiatives and the 2023 Strategic Plan, along with proposed recommendations from consultants Root. The updates for the program are funded by the HB21-1271 Innovative Affordable Housing Planning Grant Program from the Department of Local Affairs and a 25% local match from the city’s Housing Innovation Funds. 

Next steps and timeline after the community engagement forum include:

  • Recommendation Refinement (as needed): December/January 2024
  • Draft Ordinance, LUDC and Fair Share Procedures Manual: December/January 2024
  • Planning Commission Public Hearing: Jan. 22, 2024
  • City Council Request for Public Hearing and Introduction of Ordinance: Feb. 6, 2024
  • City Council Public Hearing and First Reading of Ordinance: Feb. 20, 2024
  • City Council Final Reading of Ordinance: March 5, 2024
  • DOLA HB21-1271 IHOP grant must be expended by: March 30, 2024
  • Implementation: April/May 2024
